ORGANIZATIONAL COMMISSION OF THE RPA

REGULATION

1. GENERAL PROVISIONS

1.1. In accordance with the Charter of the Republican Party of Armenia (hereinafter referred to as the Charter), the Organizational Commission of the Republican Party of Armenia (hereinafter referred to as the Commission) organizes the works on admission to the party, exclusion from it, subordination of disciplinary responsibility, creation of primary, regional, territorial RPA organizations, executes other powers entrusted to it by the Charter.

1.2. In accordance with paragraph 10.5. of the Charter, the Chairman of the Commission is approved by the RPA Council, on the proposal of the RPA Chairman, and acts for the period between congresses.

1.3. The sessions of the Commission are held in the city of Yerevan, at the Central Office of the Republican Party of Armenia (address: Melik-Adamyan 2). When the meeting is held elsewhere, the members of the Commission and this structural unit are notified at least three days in advance.

2. MAIN DIRECTIONS OF THE ACTIVITIES OF THE COMMISSION

2.1. Based on the main program provisions and statutory requirements of the RPA, it conducts organizational work on the formation, reinforcement and strengthening of party bodies (primary, regional, territorial and structural units).

2.2. Organizes and coordinates the work on admission to the party, registration of RPA members, creation of the database for members of the RPA’s structures: primary, regional, territorial, branch structural units, to upgrade the skills of the personnel.

2.3. Forms and submits for discussion and approval to the Chairman of the RPA or the executive body the work on the creation of the database for members of territorial, regional councils and branch structural divisions, to upgrade the skills of the personnel.

2.4. After the meetings of the Council and the Executive Body, the RPA presents the necessary information on the decisions and orders made to the relevant party structures and monitors their appropriate and well-timed discussion and implementation.

2.5. The Chairman of the Commission or members are authorized to participate in the meetings of territorial and regional councils and at the meetings of primary organizations.

2.6. Coordinates the work on the implementation of programs, assignments and tasks approved by the Chairman and the Executive Body of the Republican Party of Territorial and Regional Organizations and the various commissions, branch structural divisions adjoining them, organizes analysis and discussion of the work done.

2.7. Organizes the study of the problems raised by the territorial, regional, primary and sectoral structural units, and submits the final proposals for discussion to the RPA Chairman and / or the RPA Executive Body.

2.8. Cooperates with other commissions of the party.

2.9. According to the order of the RPA Chairman and the Executive Body, the RPA organizes and coordinates the work of party structures during nationwide regular or early elections or elections of local self-government bodies, selection and instruction of members and confidants of election commissions (territorial, local), and analysis of the work done. Coordinates work with public organizations who carry out the mission of observers.

2.10. Studies the activities of the RPA representatives involved in election commissions, if necessary, presents relevant proposals.

2.11. In those areas (marzes), communities where there are extreme socioeconomic problems, on the instructions of the RPA Chairman organizes field discussions with the participation of ministers, deputy ministers, deputies, relevant officials who are members of the Republican Party of Armenia.

2.12. Studies party activities of community leaders, members of the Elderly Council who are members of the Republican Party. If necessary, takes appropriate measures for the settlement and greater effectiveness of their activities in the party.

2.13. Based on the instructions of the RPA Chairman or on the basis of the decision of the Executive Body of the RPA organizes and coordinates the work of the RPA structures (territorial, regional, primary and structural units), and also develops appropriate programs for cooperation with coalition members, other parties and public organizations.

2.14. Based on the instructions of the RPA Chairman or on the basis of the decision of the Executive Body of the RPA coordinates and controls the collection and effective use of membership dues by Party members from RPA structures.

2.15. Ensures the participation of territorial, regional, primary organizations and branch structural units in especially important national events, both nationwide and party.

2.16. Coordinates the financial and economic activities of the RPA offices.

2.17. Organizes the preparatory work of the RPA congress, sessions of the Executive Body and the RPA Council.

3. CHAIRMAN OF THE COMMISSION

3.1. Chairman of the Commission is approved by the RPA Council, nominated by the RPA Chairman and acts for the period between the congresses.

3.2. Chairman of the Commission in accordance with the established procedure:

a. directs the work of the Commission,

b. ensures the normal activities of the Commission,

c. prepares and conducts sessions of the Commission,

d. convokes an extraordinary session of the Commission,

e. submits for approval to the Commission the draft agenda of the session of the Commission,

f. assures the decisions of the Commission and ensures their implementation,

g. coordinates the work of subcommittees and working groups,

h. considers and / or responds to the applications and proposals addressed to the Commission,

i. provides the development of working programs of the Commission,

j. prepares documents for the reception and release of employees in the offices of the Republican Party of Armenia,

k. notifies the Executive Body and the RPA Council about the implementation of the decisions of the Commission,

l. coordinates the work of the Commission with other commissions,

3.3. The powers of the Chairman of the Commission shall be terminated in the following cases:

- when leaving the party,

- expel from the party,

- when the party is liquidated,

- if the RPA Council does not confirm him.

3.4. In the absence of the Chairman of the Commission or with the vacancy of the post prior to the approval of the new Chairman of the Commission, he is replaced by one of the members of the Party Commission on behalf of the Chairman of the RPA.

 

4. MEMBER OF THE COMMISSION

4.1. A member of the Commission can be any one put forward by the Chairman of the Commission and approved by the RPA Executive Body.

4.2. A member of the Commission may, in the prescribed manner:

a. be part of the formed subcommittee or working group on behalf of the Commission,

b. submit for consideration to the Commission draft decisions of the Commission and other eligible proposals,

c. speak, ask questions and make suggestions at the sessions of the Commission, its subcommittees and working groups,

d. study the documents addressed to the Commission, with the exception of nominal and personal letters.

4.3. Member of the Commission in accordance with the established procedure shall:

a. participate in the work of the Commission, in particular, at the sessions of the Commission, and in cases of impossibility of presence, notify the Chairman of the Commission in advance,

b. implement the decisions of the Commission and other instructions of the Chairman of the Commission.

 

5. SUB-COMMITTEE, WORKING GROUP

5.1. The commission can form subcommittees, and also form working groups, defining their tasks, terms and order of their activities, electing heads.

 

6. SESSIONS OF THE COMMISSION

6.1. Regular sessions of the Commission, as a rule, are convened at least once a month. Sessions are convened by the Chairman of the Commission. The session may be convened by at least one-third of the members of the Commission, not later than three days after notifying the agenda of the members of the Commission. The session is considered eligible if at least ½ members are present. Decisions are made by a majority of votes by open or secret ballot. A secret ballot shall be held at the request of at least one third of those present.

6.2. When convening an extraordinary session, the Chairman of the Commission shall notify the members of the Commission not less than one day in advance.

 

7. ORGANIZATION OF THE WORK OF THE COMMISSION

7.1. Organizational, documentation, information and analytical activities of the Commission are provided by the Commission’s apparatus.
