On March 15, the parliament resumed the work of the four-day sittings and passed in the first reading the legislative package envisaging amendments to the RA Law on Energy Saving and Renewable Energy and a number of laws enclosed to it.

Afterwards the National Assembly continued debating the package of bills on Amendment to the RA Law on Value Added Tax and on Amendments to the RA Law on Value Added Tax jointly submitted by the NA deputies Vardan Ayvazyan, Garegin Nushikyan, Mikayel Melkumyan, Hakob Hakobyan, Khachatur Kokobelyan and the RA Government.

The Deputy Chairman of the NA Standing Committee Mikayel Melkumyan presented the endorsement of the Committee and highlighting the initiative, he called on to vote for it.

The NA deputies Hrant Bagratyan, Gagik Jhangiryan, Khosrov Harutyunyan, Mikayel Melkumyan delivered speeches on the package.

In their final speeches the First Deputy Minister of International Economic Integration and Reforms Suren Karayan and the Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan touched upon the concerns sounded in the speeches and gave clarifications.

The deputies in the second reading and completely debated the bill on Amendments to the RA Law on Education, as well as the bill on Amendments to the RA Law Rules of Procedure of the National Assembly authored by the deputies Rubik Hakobyan, Zaruhi Postanjyan, and Tevan Poghosyan.

The member of the NA Standing Committee on State and legal Affairs Levon Martirosyan presented the endorsement of the Committee.

The MPs Khosrov Harutyunyan and Heghine Bisharyan delivered speeches on the bill.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech and has noted that the public and the media more thoroughly study the deputies’ activities. According to the NA Deputy Speaker, the deputy should be more well bred and work in accordance with the rules of good upbringing. Eduard Sharmazanov called on the representatives of the power and the opposition to work within the limits of good upbringing, trying to get free of personal offenses, and discuss exclusively the phenomena and the legislative initiatives. “I would like our children to live in a well-bred Armenia: The NA is the venue, where that landmark should be defined,” Mr Sharmazanov said.

The RA Deputy Minister of Finance Armen Alaverdyan presented the agreement on the Implementation of a Pilot Project to Place Control (Identification) Tags on Goods Classified as “Items of Clothing, Clothing Accessories and Other Items Made of Natural Fur” for 2015-2016 signed in Grodno on September 8, 2015.

The Chairman of the NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement.

The Chairman of the RA State Commission for the Protection of Economic Competition (SCPEC) Artak Shaboyan introduced the Annual Activity Programme of the Commission for 2016.

The debate of the Annual Activity Programme of the Commission for 2016 will continue at the NA March 16 sitting.

The last hour of the sittings, according to the Rules of Procedure, was allotted to the deputies’ announcements.
