Parliament Ends the Debate of the RA Draft Law “On the RA State Budget for 2016”

 On November 19 the National Assembly continued debating the RA draft law “On the RA State Budget for 2016.”

At the beginning of the sitting the Speaker of the National Assembly Galust Sahakyan delivered an extraordinary speech on the basic document of the country. You can get acquainted with Galust Sahakyan’s speech on the NA website.

Afterwards the deputies by the proposal of the NA President Galust Sahakyan welcomed the teachers and the pupils of the communities representing the national minorities in Armenia.

The deputies Aram Manukyan, Hakob Hakobyan, Gagik Melikyan continued presenting their viewpoints on the draft state budget.

Taking the advantage given by the NA Rules of Procedure, the RA Minister of Education and Science Armen Ashotyan delivered a speech on the issue under debate. The Minister presented the allocated money and the programmes to be implemented in the sphere of education and science in 2016.

The NA Deputy Speaker Hermine Naghdlayan gave an extraordinary speech. She has informed that today Armenia develops the trade-economic ties not only with the EEC, but also with the EU, China and Iran, which gives new opportunities to our country. In Hermine Naghdalyan’s word, it is evident that the role of industry, construction decreases in our country, and the source of economic growth become the agriculture, trade and the banking system.

The NA Factions (the PAP – Mikayel Melkumyan, the Rule of Law – Heghine Bisharyan, the ARF – Artsvik Minasyan, the ANC – Levon Zurabyan, the RPA – Vahram Baghdasaryan) presented their viewpoints on the draft budget.

The RA Minister of Finance Gagik Khachatryan delivered a final speech. He thanked the parliament for concerned and multilateral debate, expressed readiness to cooperate and improve the draft law, taking into consideration all constructive recommendations. The Minister also touched upon the critical speeches and assessments, the deputies’ interpellations and gave clarifications.

According to the Rules of Procedure, the voting on the RA draft law “On the RA State Budget for 2016” was interrupted at least for four days. After interrupting the debate of the draft budget, within 24 hours, the NA deputies, the factions and the Committees can submit their recommendations and conclusions.

Afterwards the parliament in the second reading debated the draft law “On Amending the RA Law on Food Security,” which submitted Hovhannes Margaryan. The NA Standing Committee on Economic Affairs and the Government endorsed the draft law.

The deputy Araik Hovhannisyan presented the draft law “On Amending the RA Law on Local Duties and Payments” was also debated in the second reading.

The Chairman of the NA Standing Committee on Territorial Administration and Local Self-Government Stepan Margaryan and the RA First Deputy Minister of Territorial Administration and Emergency Situations Vache Terteryan submitted the endorsement of the draft law.

Vache Terteryan in the first reading submitted the draft law “On Amending the RA law on Financial Leveling.”

The Deputy Chairman of the NA Standing Committee on Territorial Administration and Local Self-Government Araik Hovhannisyan submitted the endorsement of the Committee.

The Deputy Head of the RA Police adjunct to the RA Government Vardan Yeghiazaryan in the first reading submitted for debate the legislative package “On Amending the RA law on Refugees and Asylum” and “On Amending the RA law on State Duty.”

The member of the NA Standing Committee on State and Legal Affairs Edmon Marukyan and Vache Terteryan endorsed the bill “On Amending the RA law on Refugees and Asylum.”

The parliament debated in the second reading and completely for adoption of the bills “On Amending the RA law on Community Service” and “On Amending the Local Self-Government,” which presented Vache Terteryan. The NA Standing Committee on Territorial Administration and Local Self-Government endorsed the bills.

The National Assembly ended the work of the four-day sittings.
