On December 15 an Extraordinary Session of the RA National Assembly is Convened

 By the decision of the RA NA Speaker Galust Sahakyan and at the initiative of the RA Government on December 15 an extraordinary session of the RA National Assembly was convened under Article 70 of the RA Constitution.

Before passing to the agenda items the representatives of non-power factions proposed to convene an extraordinary session to debate the events occurred during the recent days and the situation created in the country.

The RA NA Speaker Galust Sahakyan, later touching upon the proposal made by the opposition factions on convening an extraordinary session and debating the situation created in the country, has noted that the problems have been considered with the heads of the factions, the raised interpellations have been mainly admissible. The NA Speaker has presented a draft statement offering the parliamentary forces to join that draft. He has noted that the formulations of the draft can be amended as a result of debates. By the draft statement the operative and unbiased actions of the law enforcement bodies are expected for quick disclosing and making accountable with the whole strictness of law. “Underlining the fact of keeping in the centre of attention the National Assembly and personally the NA Speaker the examination of the cases of our colleague Aram Manukyan and other citizens subjected to violence we announce that we strictly condemn any encroachment towards any citizen and especially to civil and public figures. We call on all political forces and organizations to refrain from statements in their public speech, which can impede the activity of the law enforcement bodies and can add unduly tension in the society,” Galust Sahakyan noted reading the draft statement.

By the decision of the RA National Assembly, beginning from the second day of the NA extraordinary session four sittings with duration of one and a half hour will be convened. The duration of each interval will be half an hour, the beginning of the sittings will be at 11:00 a.m.

The RA First Deputy Minister of Finance Pavel Safaryan submitted for ratification the credit agreement “Development Policy Second Credit” signed between the Republic of Armenia and International Bank for Reconstruction and Development on November 19, 2014.

The RA Deputy Minister of Finance Vakhtang Mirumyan presented the credit agreement “Stability of Subdivisions Support Program” signed between the Republic of Armenia and the Asian Development Bank on October 3, 2014.

The RA NA Standing Committees on Foreign Relations and Financial Credit and Budgetary Affairs endorsed these agreements.

Vakhtang Mirumyan also presented in the first reading the package of the draft law “On Customs Regulation” and the relevant drafts.

The deputies in the first reading debated the bill “On Amending the RA Law “On the Use of the Cash Machines” authored by the RA Government and presented by the RA Deputy Minister of Finance Vakhtang Mirumyan.

The Deputy Minister of Economy Emil Tarasyan in the first reading submitted for the deputies’ debate the legislative package “On Amending the RA Law on Trade and Services” and “On Amending the RA Law on Licensing.”

The parliament in the first reading also debated the package of bills “On Amending the RA Law on Technical Regulation,” “On Amending the RA Law on Providing the Unity of Measures” and “On Amending the RA Law on Accreditation,” authored by the Government and presented by Emil Tarasyan.

The RA NA Standing Committees on Economic Affairs endorsed the package of the draft laws and the bill, the legislative package and the package of bills.

The deputies in the second reading procedure debated the package of bills “On State Support of Information Technologies Sphere,” “On Amending the RA Law on Profit Tax,” “On Amending the RA Law on Income Tax” and “On Amending the RA Code on Administrative Infringements.”

The Minister of Agriculture Sergo Karapetyan in the first reading presented the package of bills “On Amending the Law on Food Security,” “On Amending the Law on Veterinary,” “On Amending the Law on Phytosanitary” and “On Amending the Law on Food Security State Control.”

The parliament will continue the work of the extraordinary session on December 16.
