Discussion at the NA Standing Committee on Financial-Credit and Budgetary Affairs

On May 15 the NA Standing Committee on Financial-Credit and Budgetary Affairs jointly with the German Society for International Cooperation (GIZ) organized a working professional discussion on the programme budgetary within the framework of the concept of the continuous development of the professional capabilities.

Welcoming the participants of the event, the NA Speaker Galust Sahakyan highlighted the joint implementing programmes between the German Society for International Cooperation and the NA Standing Committee, as well as the effective cooperation of the GIZ with the NA Staff. The NA Speaker noticed that during the years certain amendments had been made to the law on budgetary system, but it still needs additions and in future new concepts will be worked out.

The Committee Chairman Gagik Minasyan noted that he had a lengthy working experience with the GIZ, there are also programmes which are in the process and today they are beginning the implementation of the new programme. According to the Committee Chairman, it is a lasting time that an attempt is made by the government and the NA to invest the programme budgeting in Armenia.

Dagmar Bott, Head of the GIZ Armenian Office, Head of the Programme Public Financial Management in South Caucasus, has noted that since 2009 by the assignment of the Government of the German Federation the GIZ shows support to Armenia for improving the public financial management system, including also passing into programme budgeting. The goal of the event being implemented by the GIZ is to improve the perception of the programme budgeting among the NA deputies and the employees of the NA Standing Committees. It was noted that during the event the attendees would get information on using the programme budgeting as a tool and on the elements relating to it. The Head of the Office has underlined that Armenia already has certain experience and knowledge on the programme budgeting and that is why the approach of the GIZ is counted on learning from each other and exchange of experience.

Suren Poghosyan, expert of GIZ Public Financial Management in South Caucasus delivered a speech on Reforms of the Programme Budgeting in Armenia. The expert presented the main kinds of programme budgeting, the experience existing in Armenia, the last legislative amendments and requirements, as well as he talked about the working tools of the programme budgeting and in the context of Armenia the use of tools.
