Approved during the RPA Board Meeting, April 14th, 2025

The Republican Party of Armenia, at its board meeting dedicated to the 35th anniversary of its founding, based on the party's decades of activity and reflecting on the goals it has declared at this stage of its journey:

ON BEHALF OF THE PROTECTION OF NATIONAL VALUES AND OTHER MATTERS

1. Reaffirms its dedication and loyalty to the Armenian national ideology based on national conservative values, which it has been guided by since its founding.

2. It is an honor that the Republican Party, born from the struggle for independence and the Artsakh liberation movement, continues to serve the honorable cause of ensuring the sovereignty and security of Armenia, remaining firmly in the position of protecting national interests.

3. It remembers with gratitude and pays tribute to the memory of the party's founders and leaders, Ashot Navasardyan, Andranik Margaryan, and Vazgen Sargsyan, who established and preserved the Republican Party as a structure that protects national values and a political organization firmly standing in defense of a free, independent, sovereign Armenian statehood.

ON BEHALF OF THE CURRENT CATASTROPHIC STATE OF THE REPUBLIC OF ARMENIA

1. Expresses its deep concern over the disasters that have befallen the Armenian people and the Armenian statehood since 2018, over the past seven years, as a result of the adventurous policy of the Armenian authorities, in particular, the failure to protect the territorial integrity of Armenia, the complete surrender of Artsakh to the enemy and the destruction of the results of three decades of sacrifices and struggle of the Armenian people, the refusal by Azerbaijan to protect the political, legal, and social rights of the ethnically cleansed Artsakh Armenians, and the hostile policy of removing the Artsakh issue from the agenda of Armenia's foreign policy and questioning the fact of the Armenian Genocide.

2. It categorically rejects the capitulation policy of the current Armenian authorities, which has seriously undermined the foundations of Armenia's sovereignty, weakened security, and encroached on our national values.

3. Condemns the inaction and indifference of the Armenian authorities in the search for our compatriots who went missing as a result of the war, the release of the political and military leadership of Artsakh held hostage, and the numerous Armenian prisoners illegally held in Baku prisons, subjected to inhuman treatment and torture, as well as the insufficient consistency and ineffective steps taken to date by influential international actors, relevant structures and organizations, and the human rights community.

ON BAHLF OF THE PARTY'S FOREIGN POLICY PRIORITIES

1. Insists that Armenia's foreign and domestic policy should be based exclusively on national interests, rejecting any other approach.

2. Reaffirms that the document called the “Peace Treaty” being negotiated between Armenia and Azerbaijan, the full content of which is still kept secret from the Armenian public, does not protect Armenia's vital interests, moreover, it endangers and seriously undermines the sovereignty of the Republic of Armenia and the future of the Armenian people.

3. Is convinced that the situation can still be improved with a new negotiator and reputable international mediators as a result of the change of power.

4. It emphasizes that the Artsakh issue has not been resolved, and the negotiation process must return to the state's foreign policy agenda, and the actions of the current administration must also receive an adequate legal assessment.

5. Notes that as a result of the balanced foreign policy adopted during the years of the Republican Party of Armenia's rule, it has become possible to successfully maintain mutually beneficial relations with both the Eurasian Economic Union and the European Union, becoming a strong guarantee not only in terms of saving the Armenian economy from collapse, but also in terms of opening up development prospects and broad opportunities.

ON BEHALF OF THE PARTY'S INTERNAL POLITICAL PRIORITIES

1. It firmly establishes its place and role in the irreconcilable struggle against the current rulers who violate national values and deny state interests.

2. He considers it imperative to get rid of the capitulating authorities as soon as possible, in the interests of the Republic of Armenia, Artsakh, and the protection of the national goals of all Armenians, around which all patriotic forces should unite, putting aside existing differences.

3. Defines three priorities after the change of power:

1. Creating an atmosphere of solidarity within the country, as a matter of utmost importance from a national security perspective, without leaving adventurers and the unforgivable crimes of the current capitulatory regime unpunished,

2. Restoring the combat capability of the RA Armed Forces in line with the challenges of the 21st century,

3. Formation of a high-quality professional diplomatic corps and restoration of relations with the allies and partners of the Republic of Armenia, distinguishing partners from allies, re-evaluating and giving new meaning to the political, economic and security components of the Republic of Armenia's foreign relations.

ON BEHALF OF THE MODERNIZATION AND REFORMS OF THE PARTY

1. Recognizes that political organizations in Armenia, including the Republican Party, must work to restore public trust through principled actions and genuine commitment to national interests.

2. It affirms that the Republican Party, unlike some other political actors, has never had and will never have a cult of leadership, and every member of the Republican Party has been and will be guided by the conviction that the party belongs to all of its members, not to any individual or group.

3. It plans to introduce a three-pillar approach to party modernization to meet the challenges of the 21st century.

4. It stipulates that the reforms will be based on the following pillars:

1. modernization of party structures,

2. strengthening ideological foundations in line with new realities,

3. development of alternative programs.

It is guided by the approach that this path will be based on the principle of "National is universal, conservatism is modern, and creativity is real."

Commits to creating a committee for party reforms and modernization, which will develop proposals to be presented to the upcoming congress in this regard, in all directions necessary for the party's future activities and actions.

It is preparing to discuss in detail the party programs at the next congress, in accordance with the accepted procedure, in the context of programs with competitive, realistic, modern and alternative solutions, as well as analyze the work carried out, address problems, shortcomings and opportunities for their correction.

TO SUMMARIZE THE ABOVE, WE:

We reaffirm our role as a political force standing at the foundations of Armenian statehood and the protection of national values, as a strong bulwark against all external and internal threats to our Homeland.

We call on all party members to be guided by honor and faith, first and foremost, in their own strengths, as in this crucial period we face the most difficult challenges facing our people and state.

We ask all our compatriots, in Armenia and in the Diaspora, to reject the division, mutual intolerance, and hatred that have infected our society, and to unite around common national goals.

We commit to persistently continue our struggle, regardless of difficulties, remembering that "falling is a sin, tiring is a shame."
