National Assembly Begins Work of Four-day Sittings

On February 27, the RA National Assembly began the work of the regular four-day sittings, and by voting passed the bills debated at the previous four-day sittings and ratified the international agreements.
By the proposal of the NA Speaker Galust Sahakyan the deputies welcomed a group of lecturers and students of YSU Faculty of Journalism, who visited the parliament within the framework of the National Assembly Open Doors programme.
The parliament approved the agendas of the NA session and the regular four-day sittings, the NA decisions on making amendments and postponements in the agenda of the session. BY the decision of the parliament the debate of a number of bills will go on with special procedure.
Galust Sahakyan has noted that the NA deputy Zaruhi Postanjyan has come out from the NA Heritage Faction according to her application.
The NA Speaker has also noted that the 15-day term of applying to the National Assembly by the Chairman of the RA Control Chamber Ishkhan Zakaryan has completed, therefore his authorities have been suspended, the RA President Serzh Sargsyan presented Levon Yolyan’s candidacy to the National Assembly for being appointed in the office of the Chairman of the RA Control Chamber (CC).
The candidate for the Chairman of the RA Control Chamber Levon Yolyan, in his speech highlighting the role of the importance of the Control Chamber, noted that the structure could solve the problems, closely cooperating with the parliament.
After the speech Levon Yolyan answered the NA deputies’ questions.
The RA NA Deputy Speaker Eduard Sharmazanov, deputies Mkrtich Minasyan, Gagik Minasyan, Vardan Ayvazyan, Artashes Geghamyan, Gurgen Arsenyan, Lernik Aleksanyan, Khosrov Harutyunyan, Armen Mkhitaryan, who highly assessed the candidate’s human description and professional qualities and expressed confidence that he could promote the further establishment of the institute.
The Secretary of the RA NA ANC Faction Aram Manukyan, the Head of the RA NA ARF Faction Armen Rustamyan, and the Head of the RA NA RPA Faction Vahram Baghdasaryan presented the views of the factions on Levon Yolyan.
In his final speech Levon Yolyan has noted that the assessments voiced by the MPs are obligating and he would try to justify everybody’s hopes by his work.
The NA Deputy Speaker Eduard Sharmazanov has informed that, in accordance with Item 8 of Article 97 of the law NA Rules of Procedure, the NA decisions on appointment of the office are passed by secret ballot.
The Chairman of the NA Ad-hoc Accounting Committee Sukias Avetisyan has informed that the voting on the appointment of the CC Chairman will be held in the foyer next to the NA Session Hall on February 28, at 12:30 – 13:30.
The draft law on Amending the RA Code on Administrative Infringements presented by the RA Deputy Head of Police Vardan Yeghiazaryan was debated.
The NA Standing Committees on Defense, National Security and Internal Affairs and on State and Legal Affairs endorsed the issue.
Afterwards the legislative package on Amending the Ra law on Employers’ Unions and on Organization and Holding of the Check-ups in the RA, submitted by the RA First Deputy of the Minister of Justice Artur Hovhannisyan, was debated in the first reading.
The member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan presented the endorsement on the legislative package of the Committee.
The legislative package on Amending the RA Criminal Code, on Recognizing Invalid the Article 1 of the law RoA-49-N of 17 May 2016, on Amending the RA Criminal Executive Code and on Amending the RA Criminal Procedure Code and the Draft Law on Amending the RA Criminal Code.
The RA Deputy Minister of Economic Development and Investments Tigran Khachatryan submitted for debate in the first reading the draft laws on Amending the RA law on Ecological and Nature Use Payments and on Amending the RA Tax Code.
The RA Deputy Minister of Economic Development and Investments Emil Tarasyan submitted for debate in the first reading the legislative package on Amending the RA Law on Technical Regulation, on Amending the Code on Administrative Infringements, on Amending the RA Law on Ensuring the Uniformity of Measurements and on Amending the RA Law on Standardization, as well as the draft law on Amending the RA Law on State Support of the Information Technology Sector.
The NA Standing Committee on Economic Affairs presented the endorsement on the debates issues.
The National Assembly will continue the work of the four-day sittings on February 28.
