Government Holds Regular Meeting

A regular Cabinet meeting was held today, chaired by Prime Minister Hovik Abrahamyan.

Before proceeding to the agenda, the Prime Minister congratulated the Nagorno-Karabakh Republic on 25th anniversary of independence. “Today is the 25th anniversary of the Republic of Artsakh, which is the ultimate result of our national awakening in the 20th century. Blessed with the aspirations and hopes of all Armenians, and consecrated with our blood and sweat, the latest quarter of a century saw the birth of the Republic of Artsakh, which is part of the Armenian World.

Our achievements might seem inadequate from the perspective of centuries-old State institutions’ functionality, but they are more than sufficient in terms of proving the potential of survival and the bright future of Armenia’s public institutions.

Congratulating the heroic people of Artsakh and all of us on the 25th anniversary of the Republic of Artsakh, I would like to once again reaffirm our unshakable will to defend the achievements of this statehood at any cost.”

The Government amended one of its previous decisions in a bid to streamline public awareness-related relations in the field of processing of draft legal acts. In particular, a single online platform shall be created that will enable government agencies not only to post the drafts of those regulatory acts developed by the departments concerned on their official websites, but also to have them posted on the portal of draft legal acts as powered by the Ministry of Justice.

In this way, the representatives of civil society can get access to new drafts, and if registered, they can submit their comments and suggestions, which will be included in the Summary of Comments and Proposals.

The Government passed a decision on the financial instrument signed as part of the grant agreement on the Global Ecological Fund-supported Sustainable Productivity-Targeted Land Management in Armenia program as signed between the Republic of Armenia and the IFAD on April 22, 2016 in Rome and on June 15, 2016 in Yerevan.

The Government decided to donate to Yerevan community the land adjacent to the Nubarashen landfill with a view to implementing the landfill design and construction.

Under the EBRD-financed Yerevan Solid Waste Management program, a new European standards-compliant landfill is to be built on a site next to Nubarashen landfill. At the same time, some areas of the old landfill shall be isolated in accordance with the same standards. It was noted that the land to be so donated is deforested, uncultivated and is the continuation of the current municipal landfill.

The meeting approved a set of bills on amendments to the following laws: On Local Self-Government, On Local Referendum, On General Education and On Budget System. The amendments are meant to streamline a series of regulatory changes envisaged by the new Constitution and harmonize the law On Local Self Government with the Constitution of the Republic of Armenia.

Stressing the importance of the above package, Prime Minister Hovik Abrahamyan instructed all concerned departments to submit proposals within 10 days, discuss them and come to an agreement on all issues.


In a bid to enable citizens to visit the graves of their dead on the Memorial Day following the Exaltation of the Cross as marked on September 11, the Government adopted a resolution On Working Day Transfer. Accordingly, the working day of September 12 will be substituted with the Saturday of September 17.

The meeting’s concluding decision provides that a content referred to as Developer’s Guidelines shall be available in Russian and English on the official website of the Ministry of Urban Development. The Developer’s Guidelines details successive steps in the construction process, including the amount of time and money required for specific facilities and links to relevant regulations.
