On November 17 an Extraordinary Sitting of the RA National Assembly is Convened

By the decision of the RA NA President Galust Sahakyan, under Article 70 of the RA Constitution, upon the initiative of the RA Government, on November 17 an extraordinary sitting of the RA National Assembly by the initiator’s established agenda was convened.
By the decision of the RA National Assembly from the second day of the NA extraordinary sitting every day, four sittings with one and a half hour duration will be convened. The duration of every interval is half an hour. The beginning of the sittings will be at 11 a.m.
Then the draft law “On Amending the RA Law on the Structure of the Government” has passed by voting in the second reading.
The RA Acting Minister of Territorial Administration Vache Terteryan in the first reading has submitted for debate the draft law “On Social Support of the Borderline Communities,” by which compensation of utility payments is designed to carry out in 31 borderline communities by preliminary data.
Vache Terteryan has informed the attendees that the draft law will enter into force from January 1, 2015 and will function until January 1, 2018.
He has answered the deputies’ numerous questions.
The NA deputies Heghine Bisharyan, Khsorov Harutyunyan, Armen Rustamyan, Mikayel Melkumyan, Artsvik Minasyan and Gagik Jhangiryan delivered speeches on the issue under debate. They highlighted the adoption of the bill and presented their observations.

Then the parliament in the second reading procedure debated the bill “On Tax Exemption of the Activity Being Implemented in the Borderline Rural Communities,” which presented the RA Deputy Minister of Finance Vakhtang Mirumyan.
The NA deputies Edmon Marukyan, Hovhannes Margaryan, Artsvik Minasyan and Mikayel Melkumyan presented their viewpoints. They highlighted the definition of the tax privileges in the borderline rural communities and presented their concerns and recommendations.

Touching upon the proposal of proposing the abovementioned two draft laws with one legislative initiative, Mr Sahakyan has noted that the bill referring to the social support does not relate to the tax privilege.
In their final speeches the Chairman of the RA NA Standing Committee on Economic Affairs Vardan Ayvazyan and the RA Deputy Minister of Finance Vakhtang Mirumyan have touched upon the deputies’ recommendations and called on to pass the legislative initiative.
The draft law “On Amending the RA Law on Financial Equalization,” which has been submitted by the RA Deputy Minister of Finance Pavel Safaryan, has been debated in the first reading.
The Deputy Chairman of the NA Standing Committee on Territorial Management and Local Self-Government Araik Hovhannisyan has noted that the Committee has made an endorsement.
The NA deputy Khosrov Harutyunyan has noted that the state should try to create harmonious conditions of development for different communities.
The debate of the issue will continue at tomorrow’s extraordinary sitting of the National Assembly.
