Cabinet Refers to Several Issues of Public Interest

A Cabinet sitting was held today, chaired by Prime Minister Hovik Abrahamyan.
The government took note of the Finance Ministry-developed preliminary draft of consolidated budget performance indicators for 2015. The central executive agencies shall be submitting proposals to the Ministry of Finance on the wording of the preliminary draft of the 2015 budget bill within a week’s time. The draft budget bill will be discussed with the Prime Minister by September 13, 2014, after which it will be sent to the National Assembly.
Then the Prime Minister referred to an issue of primary public concern: “Taking into consideration those numerous concerns voiced by responsible agencies, I instructed the Minister of Finance to examine and make recommendations about the passing of relevant laws and the making of appropriate amendments to the tax authority’s information system, enabling the submittal of social fee waiver applications by such individuals as combine the job in a higher education institution in cases where the primary employer is not a government entity.”
Asked by the Prime Minister, the Minister of Diaspora informed of what work has been done in preparation for the All-Armenia-Diaspora Conference to be held September 18-21.
About a dozen questions on the agenda bore on the activities of the newly formed Investigations Committee.
The Government established the size and instances in which extra remuneration should be payable to the staff of the General Department of Military Investigations under the aforementioned Investigations Committee. The Ministry of Education has received a proposal from the of the Mother See of Holy Etchmiadzin regarding cooperation with Kevork Emin high school N 182 in Yerevan. The proposals seeks to pave the way for the teaching of school pupils in national-patriotic, moral and spiritual foundations, as well as the administration of in-depth knowledge and comprehensive training programs. Aimed at bringing the school up to modern educational standards, the program seeks to turn it into a welfare and cultural center in the community. To make the cooperation between the Holy See and the educational institution more effective, the Government decided to give the school a status of a foundation.

On June 26, the Prime Minister instructed the Minister of Justice to look into the possibility of adopting legislative measures with a view to safeguarding the constitutional rights of politicians and public officials and preventing the manifestations of anarchy during rallies and mass gatherings.
At the end of the meeting, Minister of Justice Manukyan reported that they had studied not only our country’s record, but also the international experience. The conclusion is as follows: the applicable legal provisions suffice to regulate the matter, and there is no need for legislative amendments at this point of time.
