Fifth Session of the NA Fifth Convocation Ends

On June 12 the National Assembly continued the work of the four-day sittings, and with 67 for, 40 against, 5 abstained passed the RA NA draft decision “On Approving the Annual Report on the Execution of the RA State Budget for 2013.”

The deputies continued to debate the item on passing in the first reading the package of bills “On the State Budget of the IT Sphere,” “On Amending the RA Law on Profit Tax” and “On Amending the RA Law on Income Tax.”

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan noted the Committee endorsed the package of bills.

The NA deputies Khosrov Harutyunyan, Hrant Bagratyan and Mikayel Melkumyan delivered speeches in relation to the issue.

In his final speech the First Deputy of the RA Ministry of Economy Garegin Harutyunyan has noted that the government is ready to make corrections and specifications based on the proposals made from the first to the second reading.

The RA First Deputy Justice Minister Grigor Muradyan submitted to the deputies to debate the legislative package “On Amending the RA Judicial Code,” “On Amending the RA Administrative Code,” “On Amending the RA Civil Procedure Code” and “On Amending the RA Criminal Procedure Code” for passing in the first reading.

Presenting the endorsement of the NA Standing Committee on State and Legal Affairs Edmon Marukyan said the Committee had debated and submitted numerous recommendations, based on which the legislative package had revised it.

The NA deputies Gagik Jhangiryan, Arpine Hovhannisyan and Hovhannes Sahakyan expressed their viewpoints on the judges' evaluation.

Grigor Muradyan thanked for the concerned debates, highlighting the package in the context of the judicial-legal reforms.

The deputies debated the bill “On Amending the RA Law on NGOs,” the legislative packages “On Amending the RA Law on Advertisement” and “On Amending the RA Law on Television and Radio,” well as “On the RA State Awards and Honourable Titles,” “ON Amending the RA Code on Administrative Infringements,” “On Amending RA Criminal Code” and “ON Amending the RA Civil Code” for passing in the second reading.

The key reporter Mikayel Melkumyan presented bill “On the Industrial Policy” and the parliament debated in the first reading procedure.

Vardan Ayvazyan noted that the draft law had been thoroughly debated and endorsed.

The deputies Khosrov Harutyunyan and Mher Shahgeldyan delivered speeches on the draft law, touching upon the important and main problems of the law.

In his concluding speech Mikayel Melkumyan thanked the deputies for the concerned debates.

Then the deputies in the first reading debated the draft law “On Amending the RA Law on the Conservation and Use of the Monuments and Historical Environment of History and Culture,” which presented the key speaker Arpine Hovhannisyan.

The debate of the item was interrupted as the works of the four-day sittings and the spring session were over.

Before closing the session the Speaker of the National Assembly Galust Sahakyna informed the deputies that on June 17 at 11a.m in the hall 334 of the National Assembly parliamentary hearings will be held on the initiative of the NA Standing Committee on Economic Affairs on the theme of the decision and substantiation of the change of the energy tariff by the Public Services Regulatory Commission.

The Speaker of the National Assembly Galust Sahakyan announced about the end of the fifth session of the fifth convocation of the National Assembly and the anthem of the Republic of Armenia sounded.
