 On June 3 at the sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Gagik Minasyan “The Annual Report on the State Budget Execution of the Republic of Armenia for 2013” was approved with endorsement.

Then Gagik Minasyan gave information about the procedure of the fulfillment of the programs of the German Society for International Cooperation (GIZ) and the USAID Support Program to the RA National Assembly (SANAP) by the Committee led by him.

Sean McNally, the Chief of Party for the USAID Support Program to the RA National Assembly, presented the document “Post-legislative (adopted towards the use of legislation) Study of Parliamentary Control” prepared by the program, where the statutes and parliamentary acts of Germany, the United Kingdom, Sweden, Estonia, the Philippines, Slovakia, the Netherlands and Romania had been analyzed and and briefly presented. Sean McNally asked the members of the Committee to study the control models presented in the document and submitted recommendations on the possibility of their use in the RA Parliament. The Committee members highlighted the presented document and presented their positions on it.

Hovhannes Margaryants, the Adviser of the Public Financial Management in South Caucasus Programme of the GIZ Company, noted that the Company jointly with the Committee had already implemented a big work aimed at legislative definition of programme budgeting, the study of the international experience of the parliamentary control, the fulfillment of the institutional reforms in the sphere of the public finance administration, particularly, the elaboration of the legal field connected with the establishment of the budgetary office. Mr Margaryants informed the attendees that in July a meeting-discussion is designed jointly with the main partner structures of the administration sphere – the NA Standing Committee on Financial-Credit and Budgetary Affairs, the RA Government and the representatives of the RA Control Chamber, where the activity programme of the second phase of the works aimed at the assistance of the development of the public finance administration system in Armenia by the Company would be presented.

The Committee Chairman Gagik Minasyan emphasized the cooperation between the Committee and the two international organizations, highly assessed the jointly fulfilled voluminous work and expressed hope that it would be continuous.

The RA NA Standing Committee on Social Affairs moderated by Hakob Hakobyan in the first reading debated the draft law “On the Amendments to the RA Law on State Pensions,” which presented the key speaker and one of the co-authors Hakob Hakobyan.

By the proposal of the Committee the debate of the draft law was postponed.
