 Dear colleagues, I would like to start today’s session with an instruction. The problem at hand is kept in public spotlight and arouses serious concerns and dissatisfaction in society. I mean the penalties coming from the breach of traffic rules, namely to what extent these penalties are fair, proportionate to those cases specified in our legislation, whether there are legislative gaps in this area, what the international practice suggests and what are the mechanisms to be used so that our citizens can assume that the laws and fines applied in the Republic of Armenia are fair.

I am hereby commissioning Mr. Gabrielyan to have a Prime Minister’s decision drafted with a view to establishing a working group led by the Ministry of Justice, involving all the stakeholders, including non-governmental organizations and those agencies that have the ability to perform actuarial calculations. We should made public the needed statistics in order to formulate relevant legislative initiatives.

Mr Tovmasyan, how much time is needed to get the answers to these questions?

Minister of Justice Hrair Tovmasyan - Mr. Prime Minister, I think 1-2 months would be sufficient to have a general idea of what should be done to address the situation. Another month will be needed for making legislative changes. That is, 2-2.5 months will be enough to have all the necessary answers for finding thorough and comprehensive solutions rather than localized ones.

Prime Minister Tigran Sargsyan - Well, in this case let us draft a resolution together with Mr Gabrielyan, enlisting all those organizations that to your mind should be involved in the working group.
