Parliament Continues the Work of the Four-Day Sittings

On March 19 the RA National Assembly continued the work of the four-day sittings and passed by voting the bills debated on the previous day.


After the end of voting the deputies ended the debate of the report of the RA Central Electoral Commission (CEC) “On the Organization and Holding Elections of May 6, 2012 of the National Assembly of the Republic of Armenia, the Violations of the Electoral Code and the Legislative Amendments”, which was interrupted on the previous day.

Then the parliament in the first reading debated the package of bills “On Amending the RA Law on Budgetary System of the Republic of Armenia” and “On Amending the RA Law on Treasury System”, which presented the RA First Deputy of Finance Minister Pavel Safaryan.

The Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Minasyan has noted that the legislative package submitted to the parliament is a new philosophy in the legislative processes.

MPs Mher Shahgeldyan, Artsvik Minasyan and Vardan Ayvazyan expressed their views on the legislative package.

In her extraordinary speech the NA Vice Speaker Hermine Naghdalyan has noted that the legislative package touches upon the whole budgetary system being the most important one for Armenia.

In his final speech Gagik Minasyan proposed the MPs to vote for the legislative package.

The RA First Deputy of Finance Minister Pavel Safaryan thanked the parliament for concerned debates and highlighted the issue of specifying the terms of the amendments.

Then the parliament debated t he bill “On Amending the RA Customs Code” and on Amending the RA Law “On Approval of List of Goods Imported by Organization and Private Entrepreneurs, That Have '0' Customs Duty Rate and are Not Subject to Excise Taxation and for Which Value Added Tax Shall Not Be Calculated and Collected by Customs Authorities”, authored by the MPs of the ARF faction.

The NA Standing Committee on Economic Affairs endorsed the package.

The Chairman of the RA Central Bank Artur Javadyan submitted for debate to the parliament the package of bills on amending the RA Law “On Money Laundering and Fighting against Terrorism Financing” and amendments to 14 relevant laws.

During the question and answer session the deputies have noticed that very important problems are touched upon in the package, and there is need for additional debates.

The debate of the issue will continue at March 20 sitting.
