National Assembly Ends the Work of the Extraordinary Session

On December 19 at the extraordinary session convened on the initiative of the RA Government the RA National Assembly continued debating the bill submitted in the second reading “On Amending the RA Law The Rules of Procedure of the National Assembly” authored by Davit Harutyunyan and Arpine Hovhannisyan.

The Head of the RPA faction Galust Sahakyan said that the faction would vote for the draft law.

The co-author of the bill Arpine Hovhannisyan in her final speech touched upon the content of the bill and proposals madepresented the substantiations of passing ad rejecting them.

Then the RA Deputy Finance Minister Suren Karayan in the second reading submitted for the deputies’ debate the package of bills “On Amending the RA Law on Circulation Tax,” “On Amending the RA Law on Profit Tax,” “On Amending the RA Law on Income Tax,” “On Amending the RA Law on Value Added Tax,” “On Amending the RA Law on the Use of Cash Desks” and “On Amending the RA Law on Organization and Conduct of the Check-ups in the RA,” noting that the package had been edited and specified during the period from the first to the second reading fully or partially. The deputies referred to the non-adopted proposals during the exchange of thoughts.

In his final speech Suren Karayan responded the deputies’ raised questions and concerns.

The parliament by voting passed a number of bills included in the agenda of the extraordinary session in the second reading, including also the bill “On Amending the RA Law The Rules of Procedure of the National Assembly” authored by Davit Harutyunyan and Arpine Hovhannisyan. The representatives of the opposition factions announced that in the final version of the draft law their approaches of principle were reflected, the right of veto was also removed, by which was conditioned their participation in the works of the Committee on Ethics.

The parliament in the second reading debated and passed the bills of the government envisaging amendments to the laws “On Excise Tax,” “On Accounting,” “On Trade and Services,” as well as “On Patent Payments” and “On the Use of the Cash Desks.” The draft laws “On Circulation Tax” and “On Establishing Privileges of Tax and Compulsory Social Security Payments” were passed in the third reading and completely.

Exhausting the agenda the extraordinary session of the National Assembly ended its work.
