Parliament Continues the Work of the Four-Day Sittings

At September 12 the National Assembly adopted by voting the RA draft law “On Recognizing Non Valid the RA Law on Free Privatization of the Apartments of the State Housing Fund” which was debated on the previous day.

Then the deputies continued to debate the 2011 Annual Report of the RA Control Chamber, which was interrupted on the previous day.

The deputies presented their observations and evaluations in the speeches on the report.

In his speech the RA Minister of Finance Vache Gabrielyan touched upon the policy pursued by the Government.

Armen Gevorgyan, RA Vice Prime Minister, Minister of Territorial Administration, touched upon the issues concerning the property tax, land tax, local duties and land resources mentioned in the annual report.

Ruben Hakobyan presented the view of the Heritage faction on the report. The deputy noted that the corruption was big in the country. In his opinion the functions of the Control Chamber should be given to the opposition, as it is done in Norway.

Presenting the view of the faction the ANC faction leader Levon Zurabyan thanked the Control Chamber for revealing the abuse done.

In his final speech Sukias Avetisyan, member of the Financial-Credit and Budgetary Affairs, once again documented the necessity of the compliance of the programme and the report of the Control Chamber.

In his final speech the Chairman of the Control Chamber Ishkhan Zakaryan responded the deputies’ interpellations, among them the format of presenting the report.

The NA deputy Davit Harutyunyan presented to the deputies the draft law on amending the law “The Rules of Procedure of the National Assembly” authored by the NA President Hovik Abrahamyan and by him.

The Deputy Finance Minister Vardan Aramyan presented the legislative package proposing amendments to the laws “On Accumulating Pensions,” “On Income Tax,” “On Personified Accounting of the Income Tax and Mandatory Accumulating Payment and a number of laws.

According to the established order of the NA Rules of Procedure at the last hour of the Wednesday sitting the debate of the issues was interrupted because of question and answer session between the members of the parliament and the Government.

The deputies will continue the debate of the bill at September 13 sitting.
