Social Sector Will Remain Free from Biased Intervention

“Today’s meeting coincides with the day when the RA Supreme Council adopted the Declaration of Independence, which laid the groundwork for the independence of our country,” said Prime Minister Tigran Sargsyan and congratulated those present on the occasion.
The Cabinet approved the procedures for maintaining the state pension system database, which will increase the quality of the services provided to pensioners, will clarify the targeting of pension programs, as well as will reduce corruption risks present during pension appointment and payment processes and the possibility of accidental and/or intentional errors. Answering Prime Minister Tigran Sargsyan’s question about whether or not the database application could rule out all the risks, RA Minister of Labor and Social Affairs assured that all the risks had already been analyzed, discussed and recorded in time. All the problems are being given solutions to. Biased intervention to the processes is no longer possible. The Prime Minister has set a task of drastic improvement in the disability determination system, where we also should have a unified database. “This issue must be addressed as soon as possible, because there have been a lot of complaints coming from there,” said the Prime Minister. According to Minister Artem Asatryan, they plan to move to a fundamentally new model in the disability determination system, which will be more transparent and objective. “This is one of our main priorities in 2013,” said the Minister.
The Government approved the requirements on the implementation of the description of provision of services of RA over ground digital television and radio broadcasting system. The construction of the digital networks is set to be implemented based on the existing analog network. Parallel analog and digital broadcast period will continue until the population’s inclusion index in digital TV broadcasting exceeds that of analog broadcasting. It will be possible to stop analog broadcasting, when no less than 95 percent of the population will have a digital receiver or tuner. The Parallel broadcasting period should not exceed six months, and analog broadcasting should cease existing by January 1, 2015. Prime Minister Tigran Sargsyan expressed confidence that the experts have developed a precise technical proposal, which describes what requirements we should define for our television digitalization contest. “In fact, by this decision we confirm these technical requirements and the companies, who will assume the duties of digitization our television, will be invited to participate in the contest. We have a commitment to the European Union and have to carry out this work by 2015,” said the Prime Minister.
The Executive made changes in one of its earlier adopted decisions and upheld the driver’s licenses of the Armenian citizens of Syrian Arab Republic by a one-year term, on the condition to convert the licenses by the defined procedure in a year from now. Prime Minister Tigran Sargsyan said, that the Government is trying to create all the conditions for the Syrian-Armenians, so that they can easily adapt to the new situation.
Making changes in one of its earlier decisions, the Executive solved the protection issues of the artistic and architectural merits of the monument-building of local significance included in the state list of historical and cultural monuments of Yerevan, located at the address Pushkin 25. According to the former decision, the issue of adding one main floor and a loft to the building was discussed with the Ministry of Culture and experienced specialists in this field, as well as the scientific council of the Ministry. Taking into account the outcome of the discussion, as well as the need to protect Al. Tamanyan’s heritage, it was not considered advisable to add a main floor and a loft to the building, which is reflected in the Government’s decision.
By the Government’s decision, the Republic of Armenia will celebrate “National Goldsmith Day” on the last Sunday of October.
