The first three paragraphs of the proposal package presented by the OSCE Minsk Group in August 2016 to the parties negotiating over a peaceful solution of the Nagorno Karabakh conflict.
Does it look like a package solution?
The question is in black and white, it is clear and distinct (italics added) and is addressed to those who read and understand, and not to those who are aware of all this, not to those who intentionally distort the NK negotiation process, who failed in the negotiations.
