Was born on July 23, 1956 in the city of Martuni of Nagorno- Karabakh.

In 1979 graduated from Azerbaijan State Pedagogical Institute and was issued qualification of teacher with specialization in bio-biochemistry.

In 2000 graduated from the Institute of Ability to Work Expertise and Labour Organization of Russia Management Academy, medical and social rehabilitation department.

In 2002-2005 completed a number of courses at the RA Management Academy.

In 1995-2008 completed training courses in Armenia, CIS and European countries on social policy development, social partnership, medical and social rehabilitation of persons with disabilities, etc.

Since 2007 is an honourable doctor of Armenian branch of the International Science Academy, and from 2008 is an honourable doctor of Armenian branch of Russia Science Academy.

In 1980-1982 worked at Yerevan Institute of Electric Machines as Leading Engineer.

Since 1982 to present has been working at the RA Ministry of Labour and Social Issues:
1982-1992 – as Leading Specialist, Head of Division,
1992-2009 – as Head of Department,
from 2009 to present – Deputy Minister.

1996-2008 lectured at the National Institute of Labour and Social Researches under the RA Ministry of Labour and Social Issues, was social work expert of TASIS program.

Since 2004 to present has been expert of European Co-ordination Forum for the Council of Europe Disability Action Plan /CAHPAH/:
2008-2011 - bureau member of CAHPAH,
2010 – Vice-Chair of CAHPAH.

Since 2008 to present has been member of the National Committee on the Issues of Persons with Disabilities.

Since 2001 to present has been member of Committee on the Issues of Captives, Hostages and Missing Persons.

Since 2010 to present has been member of Committee on Combating Narcotism and Illegal Circulation of Drugs in the Republic of Armenia.

Since 2010 to present has been member of responsible team for negotiation on Armenia – EU Association Agreement.

Since 2012 has been member of Women Council by the RA Prime Minister.

Presidency member of a number of NGOs.

Since 2005 has been member of the Republican Party of the Republic of Armenia.

In 2006 was awarded with Mkhitar Heratsi medal.

Married, has two sons.
