Born on 1 January 1964, Yerevan.

1971-1978 - secondary school № 33 after M. Nalbandyan.

1978-1981 – graduated from School of Mathematics and Physics of the Yerevan State University.

1981-1985 - Yerevan State Institute of National Economy, Diploma in Economics.

1985-1987 - Military service.

1993 - elected to the Supreme Council of the Republic of Armenia of first convocation.

2002 - head of Kentron community. Reelected in 2005 and 2008.

2004 - defended PhD thesis on "Social Problems in community management". Candidate of Social Sciences.

Honorary Chairman of "Narek" intellectuals club of "Kentron" community.

4 March 2009 – by presidential decree appointed Mayor of Yerevan.

31 May 2009 – elected Mayor of Yerevan.

2006 - member of the Republican Party of Armenia.

10 November 2007 (11th RPA Congress) - member of RPA Council.

28 November 2009 (12th RPA Congress) - member of RPA Executive Body.

2013-2016 r Ministry of Transport and Communication RA.

A presidential decree was issued on May 8, 2013 to re-appoint him to Minister of Transport and Communications.

Married, has two children.
