He was born on July 17, 1966 in the village of Aghavnadzor in Vayots Dzor marz.

1984-1986 he served in the Soviet Army.

In 1992 he graduated from the faculty of agro-mechanization of the Armenian Agrarian University. He is an engineer-mechanic.

1983-1984 he was a worker in the sovkhoz in village of Aghavnadzor. 1993-1996 he was involved in business. 1996-1997 he worked as a chief specialist in the division of housing maintenance and utilities of Vayots Dzor regional council of the Republic of Armenia. 1997-2002 – head of the urban department of the regional council. 2002-2003 – head of the Vayk regional tax inspectorate of the RA State Tax Service. 2003-2007 - governor of the Vayots Dzor marz of the Republic of Armenia.

Since 29 August, 2014 - Adviser to the RA Prime-minister
On May 12, 2007 he was elected a deputy of the National Assembly from the electoral district # 39.

He is married and has three children.
