Born in 1956, in Yerevan.
1973-1978 – Yerevan State University, Faculty of History and Philosophy, Historian and social scientist.
Yerevan State University, Polytechnic Institute, Lecturer.
Central Archive Department, National Academy of Sciences, Scientific associate.
Two years served in the system of the Ministry of Internal Affairs, then worked at RPA Myasnikyan region, at the Department of Science and Educational Institutions of Yerevan City Council as an instructor.
1990 – Appointed Head of the Department of Applications and Complaints of the Executive Committee of Yerevan City Council. Later he was elected a secretary of the Executive Committee of Yerevan City Council.
1993-1995 – RA President Control Service, Deputy Dead, Head of Department.
1996 – RA National Assembly.
1997-1998 - State Committee of the Real Estate Cadastre, Deputy Head.
February, 1998 – Deputy Head of Secretariat of the National Assmebly.
